Insurance commissioner must hold a public hearing within 15 business days when an insurer terminates a contract with a healthcare provider affecting 1,000 or more covered persons

Hearings will solicit testimony from insurers, providers, and the public regarding how contract terminations affect community access to quality and affordable physical and mental health care services

Health carriers and affected providers must jointly provide written notice to covered persons within 5 business days of contract termination, explaining continued access rights and the scheduled public hearing

Covered persons retain access to terminated providers for 60 days following contract termination under existing plan terms

Estimated state expenditures of $96,000 in FY 2027, $132,000 in FY 2028, and $139,000 in FY 2029 for one additional Insurance Department staff position to manage hearings and notices
