Establishes a fundamental right to reproductive health care for every individual present in New Hampshire, covering services related to pregnancy, assisted reproduction, contraception, pregnancy loss, and abortion as permitted under state law

Prohibits state and local government officials from cooperating with out-of-state investigations, sharing information, or using public resources to assist federal or out-of-state agencies investigating legally protected reproductive health care activity

Creates a private right of action allowing individuals to sue for damages, attorney's fees, and costs against anyone who engages in "abusive litigation" targeting reproductive health care providers or patients in New Hampshire

Bars the Office of Professional Licensure and Certification and licensing boards from disciplining health care providers or taking adverse licensing actions based on out-of-state judgments, charges, or sanctions related to legally protected reproductive health care

Prohibits enforcement of foreign judgments related to reproductive health care, blocks extradition requests for reproductive health care activities, and prevents malpractice insurers from discriminating against providers who offer reproductive services
