Merges the New Hampshire Health and Education Facilities Authority (HEFA) into the New Hampshire Business Finance Authority (BFA) effective July 1, 2026, with BFA assuming all assets, debts, contracts, employees, and obligations of HEFA

Expands the BFA board of directors from 14 to 16 members, adding required positions for an education official, a health care official, and a non-profit representative appointed by the governor with council consent

Broadens the definition of "eligible facility" and "bond" under BFA revenue bond statutes to include intangible property, working capital programs, and various financing instruments beyond traditional construction projects

Transfers all HEFA employees to BFA without interruption of service, salary, benefits, or accrued leave, while maintaining existing HEFA rules, orders, and financing commitments

Streamlines bond execution requirements by allowing a single designated authority official to execute bonds (instead of two) when an authentication agent is appointed
