Creates a dedicated fund administered by the Insurance Commissioner, funded through federal grants, gifts, and donations, with moneys exempt from state taxes and not subject to lapse

Grants capped at $9,500 per residence per year, with only one grant allowed per eligible property within a 3-year period, awarded on first-come, first-served basis subject to fund availability

Eligibility limited to New Hampshire residents who own single-family primary residences and have gross household income no greater than 60% of state median income

Requires IBHS (Insurance Institute for Business and Home Safety) certified contractors and evaluators for fortification work, with strict requirements including liability insurance minimums of $1 million per occurrence and conflict of interest prohibitions
