Creates a new direct wine shipper license for out-of-state wineries producing fewer than 5,000 cases annually, allowing them to ship wine directly to New Hampshire consumers and licensees

Imposes a 25 percent surcharge on all sales made by direct wine shippers, due to the Liquor Commission by the 15th of the following month

Requires monthly reporting to the commission detailing quantity sold, buyer names and addresses, sale prices, and surcharges collected

Authorizes the Liquor Commission to adopt rules for application procedures, reporting formats, website registration, and enforcement, with authority to suspend or revoke licenses for violations

Effective date of July 1, 2026, with estimated state revenue increase of $10,000 to $100,000 annually from surcharges and license fees
