Expands eligibility for the $1,000 recruiting incentive to include any current or former National Guard member and any currently serving service member, removing the previous restriction limiting it to pay grades E-1 to O-3

Increases the cash incentive for reenlistment or reclassification into critical unfilled vacancies from $6,000 to $8,000 for members not eligible for federal reenlistment bonuses

Creates a new reimbursement program of up to $4,000 for credentialing or recertification expenses related to a member's military job specialty when federal reimbursement is unavailable

Estimated state expenditure impact of up to $125,000 annually from the General Fund beginning in FY 2027, in addition to the current program budget of $115,000

Takes effect 60 days after passage
