Mandates hearing officers have education and experience specifically in conducting administrative adjudicative hearings and applying law to facts

Maintains existing requirements for at least 15 hours of annual continuing education and an additional 15 hours of annual training with the attorney general's staff

Takes effect 60 days after passage
