Defines "public at large" as any reasonably large group of individuals or organizations similarly situated to incur similar benefits or detriments from legislation, including professions, property owners, or marketplace participants

Revises the definition of financial interest to apply when a legislator or household member is an employee of, or receives compensation from, an individual or organization that could gain or lose material value from official activity

Creates new definition of "direct benefit" or "direct detriment" as financial effects that flow to a legislator without intervening action by independent actors, excluding benefits affecting marketplaces where the legislator participates as a member of the public

Clarifies that for recusal purposes, "organization" means the client rather than the lobbyist, and registering as a lobbyist alone does not constitute exercising substantial influence over an organization's affairs

Takes effect 60 days after passage
