Adds new definitions to the Education Freedom Accounts (EFA) statute, including "program administrator," "applicant," "vendor," and "reimbursements"

Requires the EFA program administrator to submit detailed quarterly reports beginning with the quarter ending September 30, 2026 to the Department of Education, oversight committee, and relevant legislative committees

Mandates reports include application data, vendor distributions by name and amount, expense categories (tuition, tutoring, supplies), parent reimbursements, and student demographics (sex, race, grade level, special education status, prior schooling type)

Reports must be submitted electronically within 30 days of each quarter end and made publicly available on the Department of Education website

Authorizes corrective actions against program administrators who fail to submit timely and accurate reports, and requires administrators to provide data for legislative budget audits
