Creates a state-administered cooperative purchasing program through the Division of Procurement and Support Services, allowing school districts, SAUs, and charter schools to voluntarily purchase goods and services (transportation, food, textbooks, heating fuel) through competitively bid state contracts

Authorizes two or more school districts, SAUs, or charter schools to form their own cooperative purchasing agreements for joint procurement, with written agreements specifying duration, lead agency, categories of goods/services, funding methods, and withdrawal procedures

Purchases made through state cooperative contracts or approved joint agreements satisfy local competitive bidding requirements

Grants the State Board of Education authority to place schools or SAUs into receivership to intervene in school improvement plans, staffing changes, school closures, financial interventions, day-to-day operations, or governance changes

Requires schools or SAUs placed in receivership to develop a turnaround plan in cooperation with the State Board, with a designated receiver overseeing implementation who has no financial interest in or affiliation with the entity
