Requires all cities, school districts, and chartered public schools to file annual financial reports by September 1 for the preceding fiscal year

Financial reports must be either an independent certified public accountant audit OR a detailed financial report including balance sheets, revenue sources, itemized expenditures, employee payroll lists, benefit contributions, and lists of assets, debts, bonds, leases, and capital improvement projects

Mandates that each report include a signed certification by the governing body chairperson attesting under penalty of perjury that all information is true, accurate, and complete

Authorizes the Commissioner of Education to withhold all state funding from non-compliant entities until the required audit or financial report is completed and submitted

Takes effect July 1, 2026
