Requires a majority vote of voters from all municipalities served by a school district before any elementary or high school can be closed or relocated

School boards must hold an open public meeting for school closure votes upon written petition by 20 or more legal voters, with at least 7 days newspaper notice and ballot voting using a checklist

If voters approve closure, the school must cease operations no later than one day before the following school year begins

Applies the same voting requirements to both single-district and cooperative school districts, prohibiting cooperative district articles of agreement from circumventing these procedures

Takes effect 60 days after passage; existing cooperative district agreements that conflict with these requirements must be amended to comply
