Authorizes municipalities to establish revolving funds to support energy services under approved electric aggregation plans pursuant to RSA 53-E:6

Amends RSA 31:95-h, I by adding a new subparagraph permitting revolving fund use for facilitating energy services

Allows municipal governing bodies to supplement electric aggregation programs with general revenues, including property taxes, even from non-participating residents and businesses

Estimated local expenditure increase of $10,000 to $100,000 per municipality that implements the provision, with no state or county fiscal impact

Takes effect 60 days after passage
