Establishes a task force to study developing sustainable funding sources for the existing cyanobacteria mitigation loan and grant fund (RSA 485-A:58)

Task force membership includes 2 senators, 2 house representatives, the governor or designee, commissioners from transportation and environmental services, fish and game executive director, a marine patrol member, and a river or lake association representative

Directs the task force to explore voluntary funding mechanisms including a decal program for non-motorized watercraft (modeled after the hike safe card), license plate decals, and a check-box donation option on boat registrations and mooring permits

Requires exploration of redirecting a portion of failed septic design application fees and transportation drainage mitigation funds currently going to the aquatic resource compensatory mitigation fund

Task force must hold its first meeting within 45 days of the act's effective date and submit findings and legislative recommendations by November 1, 2026
