Commissioner must determine the approximate amount of federal aid being withheld and submit a report to legislative leadership within 60 days detailing the withheld amounts and identifying all state payments due to the federal government over the following 12 months

State may withhold payments to the federal government up to the total amount of federal aid being withheld from New Hampshire

Commissioner must authorize release of withheld payments to the federal government once the state receives all previously suspended federal aid

Fiscal note warns the bill could result in indeterminable increased state expenditures due to potential IRS fines and penalties for withholding payroll taxes, and risk of federal funding reductions through the Treasury Offset Program
