Requires the Department of Health and Human Services to establish unit rates annually by October 1 for all case management services paid under the state Medicaid plan that better reflect average service delivery costs

Mandates the department consider economy, efficiency, quality of care, and access to care factors in accordance with federal regulations when setting rates

Requires equitable rate parity by comprehensively considering factors causing disparity, including administrative payments of overhead costs made to certain providers

Takes effect 60 days after passage
