Requires the Department of Health and Human Services to submit a waiver to the USDA by January 1, 2027 to prohibit purchasing candy and soft drinks with SNAP benefits

Prohibits the department from seeking work requirement waivers for able-bodied adults without dependents or adopting discretionary exemptions without legislative approval

Bars the department from using discretionary authority to set more lenient eligibility standards than federal law, including categorical eligibility for non-cash benefits and higher income or asset limits

Mandates data-sharing agreements with multiple state and federal agencies (lottery commission, vital records, employment security, corrections, Social Security Administration, FBI, HUD) to verify SNAP eligibility on a monthly or quarterly basis

Requires monthly review of EBT card data to flag individuals making purchases exclusively out-of-state for 60+ days, with non-residents to be removed and referred to federal authorities for investigation
