Sets specific response time requirements: 30-45 minutes for Class II/III vehicles depending on time of day, and 60 minutes for Class I vehicles within the company's coverage area

Authorizes the director to impose disciplinary actions including verbal/written warnings, suspensions, removal from the tow list, or administrative fines for violations, with removed businesses ineligible to reapply for a minimum of 5 years
