Requires requesters to provide sufficient documentation proving domicile or permanent residency pursuant to RSA 654:12, I(c) before public agencies must fulfill records requests

Exempts news organizations located and operating outside New Hampshire from the residency documentation requirement

Defines "citizen" for purposes of the right-to-know law as a natural person domiciled or maintaining a permanent place of residence in the state
