Establishes a voluntary surcharge program allowing New Hampshire performing arts venues with capacity between 100 and 2,500 persons to charge up to $0.50 per ticket to fund the division of the arts and state council on the arts

Creates a nonlapsing performance art voluntary ticket surcharge fund within the Department of Natural and Cultural Resources, with all moneys restricted to supporting administration, functions, and grants of the division of the arts and state council on the arts

Authorizes the division of the arts, with approval from the commissioner or governor and executive council, to make grants or matching grants to the fund

Requires the state council on the arts and division of the arts to develop a memorandum of understanding governing voluntary participation in the program

Takes effect 60 days after passage, with fiscal impact estimated at less than $10,000 annually through fiscal year 2029
