Establishes a 5-member study committee consisting of one senator, three house representatives, and one public health or nutrition expert to examine health and safety impacts of Red Dye 40 and other food additives sold in New Hampshire

Committee will review scientific evidence on Red Dye 40, brominated vegetable oil, propylparaben, and titanium dioxide, and examine policies adopted by other states

Committee must consult with the Department of Health and Human Services, Department of Education, food safety experts, pediatricians, and industry stakeholders

Committee will consider whether restrictions, labeling requirements, or phase-outs of certain additives are appropriate for New Hampshire

Report with findings and legislative recommendations due by November 1, 2026; first meeting must occur within 45 days of the act's passage
