Prohibits individuals and entities from using internet-based artificial intelligence to provide, advertise, or offer services requiring professional licensure in New Hampshire unless those services are delivered by a licensed professional

Authorizes the Office of Professional Licensure and Certification to collect up to $10,000 in investigation and prosecution costs from those found to have engaged in unlicensed practice, in addition to existing fines of up to $10,000 per offense or the amount of economic benefit gained

Permits licensed psychologists, mental health practitioners, and alcohol/drug counselors to use AI as an assistive tool within their scope of practice, provided they maintain full responsibility for all AI interactions and outputs

Requires licensed professionals using AI to obtain written informed consent from clients specifying the AI's purpose, and to review all AI-client interactions in a timely manner

Exempts religious counseling, peer support services, and publicly available self-help/educational materials from these AI restrictions
