Legalizes possession of cannabis for adults 21 and older, with a possession limit of 4 ounces of plant form, 20 grams of concentrated products, and cannabis products containing up to 2,000 milligrams of THC

Establishes a regulatory framework under the renamed "Liquor and Cannabis Commission" to license and oversee cannabis cultivation facilities, retail stores, product manufacturing facilities, testing facilities, and transporters

Imposes a 12.5% excise tax on wholesale cannabis sales to retail stores, with revenue distributed to the education trust fund (50%), NH Retirement System unfunded liability (30%), substance abuse prevention and recovery (10%), public safety agencies (5%), and children's behavioral health services (5%)

Appropriates $15.5 million for initial program implementation, including $15 million to the cannabis fund for administration and $500,000 for public education campaigns on health and safety risks

Allows existing therapeutic cannabis alternative treatment centers to convert from nonprofit to for-profit status and obtain "dual use certificates" to serve both medical patients and adult consumers at the same locations
