Allows either the employee leasing company or the client company to purchase and maintain workers' compensation insurance for leased employees, rather than requiring the leasing company to provide coverage

Modifies licensing requirements so employee leasing companies only need to show workers' compensation coverage for employees they are contractually obligated to cover

Preserves exclusivity of remedy protections under RSA 281-A:8 for both employee leasing companies and client companies regardless of which entity purchases the workers' compensation insurance

Takes effect 60 days after passage
