Establishes a Medicaid methodology working group within the Department of Health and Human Services to study nursing home reimbursement rates, with members from the legislature, DHHS, NH Association of Counties, NH Health Care Association, NH Hospital Association, and a certified public accountant

Working group must examine access to nursing home care, hospital discharge barriers, resident acuity, capital reimbursement for aging infrastructure, workforce needs, sector solvency, and ownership change impacts on reimbursement

Requires DHHS to submit proposed changes to state law or regulations to legislative leadership and the governor by December 31, 2026

Appropriates $5 million from the general fund for FY 2026 as a one-time payment to licensed nursing facilities serving Medicaid patients that experienced reimbursement rate reductions greater than 5% between July 1, 2025 and January 1, 2026

DHHS has sole discretion over distribution of the $5 million appropriation to eligible nursing facilities
