Creates a new category of "visiting advanced practice nurse" for non-resident nurses temporarily in New Jersey who are licensed/certified in another state and wish to prescribe medications and devices without seeking full New Jersey certification

Requires visiting advanced practice nurses to provide written notice to the Board of Nursing at least 10 days before prescribing in New Jersey, including credentials, licenses held, training requirements satisfied, and proposed timeframe of practice

Board of Nursing must evaluate credentials within 7 days and either issue a visiting nurse identification number for prescriptions or issue an order restricting practice if qualifications are insufficient

Visiting nurses must work with a collaborating physician under joint protocols, complete 6 contact hours of continuing education in controlled substance pharmacology, and follow the same prescribing requirements as certified advanced practice nurses

Nurses who prescribe without providing required notice or who violate board orders face civil penalties of up to $10,000 for first violations and $20,000 for subsequent violations for unauthorized practice of nursing
