Creates new licensure categories for emergency medical services including advanced paramedics (requiring bachelor's degree in paramedicine), paramedic assistants (intermediate life support), mobile intensive care nurses, and specialty care transport nurses

Establishes the Advanced Life Support (ALS) Oversight Board within the Department of Health to set licensure standards, approve medical protocols, determine scopes of practice, and oversee training programs for paramedics and related personnel

Authorizes hospitals with mobile intensive care programs to provide mobile integrated health services, including non-emergent care, chronic disease management, community paramedicine, and patient referrals as alternatives to emergency transport

Creates new vehicle licensure types including paramedic support units (staffed by one advanced paramedic for emergency support and mobile health services) and specialty care transport units (for inter-facility patient transfers requiring advanced care)

Allows military personnel and federal law enforcement officers with equivalent training to practice under their existing certifications for training purposes and prehospital care, subject to agency medical director approval
