Expands the authority of Class Three special law enforcement officers to provide security at four-year public and independent institutions of higher education, in addition to their existing authority at public and nonpublic K-12 schools and county colleges

Class Three officers may exercise full police powers on college premises during hours when the institution is in session or occupied by students, teachers, or professors

Officers may respond to offenses or emergencies off campus if they occur in the officer's presence while traveling to the institution, but cannot be dispatched or dedicated to off-campus assignments

Class Three officers are authorized to carry firearms on duty after meeting training requirements, but may only carry off duty if they meet retired law enforcement officer requirements under N.J.S.2C:39-6

Takes effect on the first day of the seventh month following enactment, with the Police Training Commission and Secretary of Higher Education authorized to take preparatory action beforehand
