Requires the New Jersey Electronic Death Registration System (NJ-EDRS) to send electronic notifications to the Department of Veterans Affairs when cremation permits are issued for veterans, eligible spouses, or eligible dependents, including the decedent's name, address, service dates, and death date

Mandates the Commissioner of the Department of Veterans Affairs to contact funeral homes 13 months after cremation permits are issued to determine if veteran or eligible family member cremains remain unclaimed

Requires funeral directors to promptly respond to Department of Veterans Affairs requests about whether cremains of veterans or their eligible spouses and dependents have been claimed

Authorizes the Commissioner to assist funeral homes in coordinating the release of unclaimed cremains to qualified veterans' organizations for dignified disposal by scattering at sea or interment at State, national, or local veterans' memorial cemeteries

Requires the Commissioners of Health and Veterans Affairs to appear before legislative committees if the system is not implemented within 7 months of enactment to explain delays and outline corrective steps
