Requires the Department of Community Affairs, in consultation with the Departments of Children and Families, Corrections, Health and Senior Services, and Human Services, to prepare a five-year housing advisory plan documenting affordable housing needs statewide, particularly for homeless or near-homeless residents.

The plan must include assessments of housing market trends, housing needs across all economic segments and special needs populations, and an inventory of affordable housing supply and geographic distribution from public and private programs.

Requires identification of state and local regulatory barriers to affordable housing and proposals to remove those barriers, along with specific recommendations for meeting affordable housing needs.

The initial plan must be submitted to the Governor and the Legislature's Joint Committee on Housing Affordability 18 months after enactment, with subsequent plans submitted every five years.
