Establishes a three-year pilot program through the Department of Education to assess academic and health benefits of using therapy dogs in public elementary school wellness programs

Requires the Commissioner of Education to select six school districts total—two each from southern, central, and northern regions of New Jersey—representing a mix of urban, suburban, and rural areas

School districts must apply by providing enrollment data, wellness program participation information, and plans for using therapy dogs to promote student wellness

Commissioner will provide guidance to pilot districts on therapy dog activities, handler training requirements, dog health and behavior evaluations, and insurance considerations

Requires a report to the Governor and Legislature by June 30 of the third school year evaluating the program's effectiveness in improving student academic performance and health outcomes
