Upgrades the offense of engaging in prostitution as a patron (purchasing sexual activity) from a disorderly persons offense to a crime of the fourth degree for first, second, and third offenses, punishable by up to 18 months imprisonment and fines up to $10,000

Fourth and subsequent offenses remain a crime of the third degree, punishable by three to five years imprisonment and fines up to $15,000

Directs all fines collected from patron prostitution convictions to be deposited into the "Human Trafficking Survivor's Assistance Fund" rather than municipal treasuries

Requires individuals convicted of the fourth degree offense to participate in the "Prostitution Offender Program," an educational course covering human trafficking, health risks, and legal consequences

Fund proceeds support services for human trafficking victims, awareness programs, and educational materials development
