Imposes civil penalties of up to $500 for first violations and $1,000 for second violations of labeling and product standards, with a three-year sales ban and disorderly persons charges for third offenses; directs the Department of Health to establish testing standards, product registration fees, and conduct a study on kratom's health risks and benefits
