Establishes the EMS Provider Safety Grant Program within the Department of Health to provide one-time, competitive grants to emergency medical services providers for purchasing safety equipment including personal protective equipment, protective clothing, cleaning equipment, and virus protection equipment

Appropriates $10 million from the federal Coronavirus State Fiscal Recovery Fund (American Rescue Plan Act of 2021) to fund the grant program, which expires once funding is exhausted

Requires grant applicants to submit a description of intended fund use and list personnel responsible for managing grant funds and equipment purchases

Commissioner of Health must give preference to applicants based on scope of provider need (service calls, active personnel, population served), COVID-19 impact on provider and community, and strength of proposed plan

Commissioner must report to the Governor and Legislature within one year on the number of grants awarded and safety items procured through the program
