Sheriffs, constables, state investigators, Special Civil Part court officers, court attendants, and other authorized persons must be permitted to enter gated residential communities and multi-unit buildings to serve legal documents on residents

Security guards and personnel controlling visitor access must allow entry to authorized process servers who present photo identification and the judicial or administrative document to be served

Guards or personnel who refuse to allow authorized process servers to enter commit a petty disorderly persons offense, punishable by up to 30 days imprisonment, a fine up to $500, or both

The bill takes effect immediately upon enactment
