Prohibits public entities (state, county, municipality, public authorities, and other political subdivisions) and public employees from entering into settlement agreements with confidentiality provisions when the entity or employee is a party to a claim or action

Creates an exception allowing confidential settlements only for matters involving national security

Designates all settlement agreements involving public entities or employees as public records under New Jersey's Open Public Records Act

Preserves existing protections that prevent disclosure of names, addresses, and identities of victims under age 18 in sex crime or child abuse cases on public records

Takes effect 90 days following enactment
