Creates a new third-degree crime for knowingly filing a false report or giving false information to law enforcement with the purpose of implicating a law enforcement officer in a crime, offense, or professional infraction warranting disciplinary action

Third-degree crime carries a penalty of 3-5 years imprisonment, a fine of up to $15,000, or both

Conviction for falsely implicating a law enforcement officer would not merge with existing crimes of falsely incriminating another person or filing fictitious reports, allowing for separate charges

Amends existing statute N.J.S.2C:28-4, which already prohibits false incrimination of any person (third-degree crime) and fictitious police reports (fourth-degree crime)
