Authorizes the New Jersey Motor Vehicle Commission to issue special "veteran" license plates to honorably discharged veterans who provide proof via DD-214 form or Certificate of Release

Requires a $50 initial application fee plus a $10 annual renewal fee, with proceeds deposited into a newly created "Veteran License Plate Fund" in the Department of the Treasury

Fund monies will be appropriated to the Department of Veterans Affairs to recognize veterans and provide veteran benefits

Prohibits use of state or public funds for initial program costs; requires a designated entity to contribute up to $25,000 in non-public monies and submit at least 500 completed applications before the program can begin

Allows surviving spouses of deceased veterans to retain and display the veteran license plates on their own vehicles
