Requires property owners or landlords to notify residential tenants of hearings on development applications affecting their property at least 10 days before the hearing date

Allows notice to tenants through three methods: personal service, certified mail to the tenant's known mailing address, or posting in a conspicuous interior common area accessible to tenants

Posting in a common area must be maintained until the day following the hearing date, and this option is not available if no interior common area exists

Prohibits municipal agencies from approving development applications until the owner or landlord files a certification confirming all tenants received proper notice

Amends the Municipal Land Use Law (P.L.1975, c.291) to add tenant notification requirements alongside existing notice requirements for property owners, utilities, and government entities
