Prohibits the sale or distribution of non-flushable nonwoven disposable wipes (designed for diapering, personal hygiene, or bathroom surface cleaning) unless packaging displays a "Do Not Flush" logo

Requires the logo to depict a person dropping an item into a toilet with a circle and diagonal line superimposed, sized proportionally to packaging (ranging from 0.25 inch to 1 inch diameter based on display panel size)

Exempts wipes labeled as "flushable," "sewer safe," or "septic safe," as well as media advertisers and retailers/wholesalers who do not package the products themselves

Imposes civil penalties of up to $5,000 per violation, with each day of non-compliant sales constituting a separate offense

Takes effect two years after enactment, with enforcement by the Department of Environmental Protection and Division of Consumer Affairs
