Expands the timeframe for municipalities to receive "credits without controls" toward their affordable housing obligations by changing the earliest eligible construction/rehabilitation date from April 1, 1980 to January 1, 1948

Municipalities can claim credit for housing units that meet affordability criteria if they were built or rehabilitated between January 1, 1948 and December 15, 1986 (previously the window began in 1980)

The January 1, 1948 date aligns with when New Jersey's current State Constitution became effective, which was later interpreted under "Mt. Laurel" court decisions to require municipalities to provide affordable housing opportunities

Units must still meet existing requirements for credit: certificate of occupancy issued by municipality, compliance with construction codes, household income certification, and affordability standards

Requires the Commissioner of Community Affairs, in consultation with the Administrative Office of the Courts, to adopt rules and regulations implementing these changes
