Creates the New Jersey State Board of General Contractors within the Division of Consumer Affairs, consisting of nine members including six licensed general contractors with at least 10 years of experience

Requires general contractors to be licensed by completing either a degree program with 60 construction credits plus 2 years of supervised field experience, or an approved apprenticeship program plus 4 years of supervised field experience, and passing the Certified Professional Constructor examination plus a supplemental state exam

Exempts from education and experience requirements individuals with 10+ years of general contracting experience prior to the act's effective date who have not declared bankruptcy, as well as those licensed in related professions like commercial general contracting

Mandates general contractor businesses to annually register with the Division of Consumer Affairs and employ at least one licensed general contractor, with civil penalties of up to $15,000 for first violations and $25,000 for subsequent violations

Licenses are valid for three-year periods with continuing education requirements for renewal, and the act takes effect 240 days after enactment
