Creates an optional expedited plan review program under the State Uniform Construction Code Act, requiring plans to be reviewed and approved or denied within 10 calendar days of submission

Property owners opting into the program must pay a premium fee of $500 for each required plan review subcode area, in addition to standard permit fees

Municipalities can choose to have their local enforcing agency conduct expedited reviews, or property owners may hire licensed private plan review agencies if the municipality does not offer the service

Private plan review agencies must be licensed and authorized by the Department of Community Affairs, meeting qualifications related to management, technical personnel, fiscal integrity, and ability to meet expedited timeframes

Local enforcing agencies retain authority over issuing certificates of occupancy regardless of whether a private agency conducted the expedited plan review, and the act takes effect the first day of the fourth month following enactment
