Establishes the Landscape Professional License Review Committee under the New Jersey State Board of Architects to license landscape professionals in two categories: landscape management professionals (lawn maintenance, mowing, pruning) and landscape installation professionals (hardscaping, plantings, water features)

Requires licensure applicants to be at least 18 years old, possess a high school diploma, and meet education/experience requirements such as a four-year degree in a related field, or specified combinations of college courses and work experience, or industry certification with four years of experience

Mandates biennial registration for all professional landscaping businesses, requiring proof of general liability insurance, workers' compensation coverage, and at least one licensed landscape professional per 10 employees at each location

Requires written contracts for landscaping jobs over $500, including a three-day cancellation period for consumers, and mandates that businesses display registration numbers on vehicles, advertisements, and business documents

Provides a 730-day grandfathering period after regulations are adopted for individuals with qualifying experience or certifications to obtain licensure without examination, and preempts all municipal licensing ordinances for landscape professionals
