Prohibits government entities at all levels from mandating COVID-19 vaccination through executive orders or agency directives

Bars public and private child care centers, preschools, K-12 schools, and colleges from requiring COVID-19 vaccination as a condition of attendance

Exempts health care workers and staff at licensed health care facilities who work with medically-vulnerable populations, though they retain rights to medical and religious exemptions

Requires the Department of Health to establish a reimbursement program for health care workers required to receive COVID-19 vaccines who incur out-of-pocket costs not covered by insurance or employers

Imposes up to $1,000 civil penalty plus full repayment for individuals who submit false certifications to obtain vaccine cost reimbursement
