Establishes a nine-member Commission on Administrative Costs of Public Institutions of Higher Education within the Office of the Secretary of Higher Education to examine and recommend reductions in administrative costs at public colleges and universities

Commission membership includes presidents (or designees) from a public research university, a State college, and a county college, plus three institutional administrators and three academic department chairpersons, all appointed by the Secretary of Higher Education

Commission must examine administrator and faculty numbers, salaries, benefits, roles, and responsibilities at each public institution, identifying duplicative positions and analyzing faculty-to-student ratios by department

Members serve staggered four-year terms without compensation but receive expense reimbursement; commission must organize within 60 days of the act's effective date and meet at minimum monthly

Annual reports detailing findings and cost-reduction recommendations must be submitted to the Assembly and Senate Higher Education Committees
