Makes illegal manufacture, distribution, or dispensing of xylazine a third-degree crime punishable by 3-5 years imprisonment and fines up to $25,000

Establishes possession, use, or being under the influence of xylazine as a third-degree crime with fines up to $35,000

Provides enhanced penalties for xylazine offenses committed within 1,000 feet of school property, within 500 feet of certain public spaces, or when distributed to minors or pregnant persons

Directs the Director of the Division of Consumer Affairs to promulgate rules and regulations to implement the new classification
