Establishes a 17-member Study Commission on the Mental Health Impact of the COVID-19 Pandemic on K-12 Students in New Jersey, chaired by the Commissioner of Education or designee

Commission members include representatives from five state departments (Education, Health, Children and Families, Banking and Insurance, and Human Services), four legislative appointees, and eight gubernatorial appointees from education and mental health organizations

Requires the commission to identify which student populations, schools, and districts experienced disproportionate rates of depression, anxiety, stress, and other mental health issues due to the pandemic

Mandates a comprehensive survey of mental health resources available to K-12 students statewide and an assessment of how those resources were negatively impacted by the pandemic

Final report due to the Governor and Legislature within one year of the commission's organization, with copies distributed to every school district in the state; the act expires 30 days after the report is issued
