Establishes a "Youth Serving Organization Central Registry" within the Department of Law and Public Safety to serve as a clearinghouse for criminal history background checks on employees and volunteers working with minors

Expands the definition of "youth serving organization" beyond nonprofits to include sports teams, leagues, athletic associations, and any organization providing recreational, educational, cultural, or social services to persons under 18

Requires criminal background checks to be conducted at least every two years for current employees and volunteers of participating organizations

Makes participation in the central registry voluntary for organizations that have already established background check protocols with licensed entities

Allows participating organizations to verify employee/volunteer status via telephone or secure website, with the registry maintaining qualification records and notifying organizations when a current employee or volunteer becomes disqualified due to a disqualifying conviction
