Expands teaching eligibility in private cosmetology and hairstyling schools to include licensed barbers, beauty culturists, manicurists, hair braiders, and skin care specialists, who were previously excluded as only cosmetologist-hairstylist licensees could teach

Requires non-cosmetologist teachers to meet existing teacher requirements and demonstrate that their professional training equals or exceeds the training required for cosmetologist-hairstylist licensure

Adds a new unlawful practice prohibition barring teachers from teaching courses outside the scope of their specific professional license

Takes effect 90 days after enactment
